Sheff Wed Faces a 'Significant Problem', States New Football Authority

'We will play a key role in football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's persistent issues constitute a "significant problem" and the new football authority is seeking powers to examine team situations in comparable cases, its new chair the regulator has announced.

During an extensive discussion, the chairman, who was named to the position this week, showed understanding towards supporters of the Owls.

The regulator engaged with four supporters' associations representing the South Yorkshire club in recent days.

The football club have been facing challenges both on and off the pitch in 2025, with the club delaying salary disbursements on several different times, including in the autumn.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," the chairman stated.

"Wednesday stands as one of the great brands for the English game and this week we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and dealt with."

Monetary Issues and Proprietorship Status

The club's controversial proprietor the Thai businessman stated during the off-season he would be willing to sell up at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in March and May caused limitations by the league officials in June, stopping Wednesday from completing any player acquisitions for the next three transfer windows, although that restriction was lifted in the end of the transfer window.

Official's Viewpoint

Kogan said: "Our role exists to serve the Owls followers, teams facing challenges where people are committed to a regional establishment that has existed throughout their lifetimes in many cases.

"I completely understand Sheffield Wednesday, as I do for all the clubs that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the followers."

Inquired if the oversight body could require an proprietor to divest a club if they are judged inappropriate, the regulator answered: "If your question is 'would we intervene in the final instance?', the reply is once we assemble the facts and comprehend the circumstances, we will."

But Kogan stressed that compelling proprietors to divest clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"The final option we would consider is begin intervening in an specific team, an individual owner, without having the opportunity to collaborate with that proprietor to address the issues that the club's facing and the proprietor's dealing with," the chairman stated.

"However, realistically, when you examine the past of the game, over the recent generations there have been some owners, few in number, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally decline to assume obligation for the future."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to explain the responsibilities of the authority recently and maintained it represented a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the football community fails, the remarkable development accomplished could disappear swiftly," Kogan said.

"Such an outcome is universally undesirable in the realm of domestic football is a major achievement - we need to continue the progress.

"Considerable investment coming into football and has been invested for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Elite Division Worries

Top flight officials resisted the creation of a regulator because of concerns about detrimental effects on the top-flight's competitiveness, but Kogan said: "I'm absolutely committed to the success and growth as an commercial operation of the Premier League.

"As someone who appreciates the worry about compromising the Premier League as a premium product of England. But concurrently, if you engage with division representatives after this week's discussion, they would have had a significant degree of comfort -and, actually, they have been advising us privately they have a significant confidence."

Partisan Associations

The regulator remains subject to a "thorough examination" by the public appointments commissioner after he disclosed making donations to the opposition group in recent years.

The official contributed funds to Culture Secretary Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my past party membership [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any form of political activity."
